Kriminalisierung von Menschenrechtsorganisationen und weiterer Siedlungsbau nicht hinnehmbar

Zivilgesellschaft und Menschenrechts-Organisationen sind das Herzstück von Demokratien. Ich bedaure sehr, daß die neue Regierung in Israel, die sich Neuanfang auf die Fahnen geschrieben hatte, sechs Nichtregierungsorganisationen* auf der Grundlage des 2016 verabschiedeten Anti-Terrorgesetzes zu „terroristischen Organisationen“ deklariert und damit quasi verboten hat. Bereits 2016 hatten die arabisch-jüdische „Gemeinsame Liste“ und die Meretz-Partei dieses Gesetz abgelehnt, weil sie befürchteten, daß es gegen regierungskritische Bürger*innen und Organisationen angewandt werden könnte. Einige der NGOs erhalten offizielle Unterstützungsgelder von der EU oder ihren Mitgliedstaaten und kooperieren lange Jahre mit Menschenrechts- und Hilfsorganisationen in Europa und den Vereinigten Staaten. Ich erwarte von der EU und ihrem Hohen Vertreter für die Außenpolitik, daß dieses Vorgehen der israelischen Regierung nicht unwidersprochen bleibt. Solange keine Belege für die angeblichen, unwahrscheinlichen terroristischen Tätigkeiten dieser Organisationen öffentlich vorgelegt werden, muß ihnen unser Vertrauen gelten.
Am vergangenen Sonntag gaben die israelischen Behörden außerdem die Veröffentlichung von Ausschreibungen für den Bau von mehr als 1.300 Wohneinheiten in israelischen Siedlungen im besetzten palästinensischen Gebiet und eine weitere Ausschreibung für den Bau weiterer 83 Einheiten in Givat Hamatos in Ost-Jerusalem bekannt. Das enttäuscht die Hoffnungen aller, die von dieser neuen Regierung unter Beteiligung von auch progressiven und arabischen Akteuren, wenn nicht eine rasche Konflikt-Lösung, so doch den Stopp des Siedlungsbaus und der weiteren Zementierung des Status Quo erwartet hatten. Die Weiterführung von Netanjahus Siedlungspolitik ist völkerrechtlich illegal. Sie stellt macht eine Zweistaatenlösung und einen gerechten, dauerhaften und umfassenden Frieden immer unwahrscheinlicher. Die Europäische Union und ihre Mitgliedstaaten dürfen das nicht hinnehmen.

Criminalization of human rights organizations and further settlement building unacceptable

Civil society and human rights organizations are at the heart of democracies. I very much regret that the new government in Israel, which was committed to a fresh start, has declared six non-governmental organizations * to be “terrorist organizations” on the basis of the anti-terrorist law passed in 2016 and thus practically banned them. The Arab-Jewish “Joint List” and the Meretz party had already rejected this law in 2016 because they feared that it could be used against citizens and organizations critical of the government. Some of the NGOs receive official funding from the EU or its member states and have long cooperated with human rights and aid organizations in Europe and the United States.I expect from the EU and its High Representative for Foreign Policy that this approach by the Israeli government will not go unchallenged. Until there is public evidence of the alleged, unlikely terrorist activities of these organizations, we must trust them.
Last Sunday, the Israeli authorities also announced the publication of tenders to build more than 1,300 housing units in Israeli settlements in the Occupied Palestinian Territory and another tender to build an additional 83 units in Givat Hamatos, East Jerusalem. This disappoints the hopes of all those who had expected from this new government, with the participation of progressive and Arab actors, if not a quick solution to the conflict, then at least a halt to the construction of settlements and the further cementing of the status quo. The continuation of Netanyahu’s settlement policy is illegal under international law. It makes a two-state solution and a just, lasting and comprehensive peace increasingly unlikely.The European Union and its member states cannot accept that.
